Criticizing any opinion is a democratic quality whereas penalizing whoever may have expressed it is an authoritarian quality. The AKP is faced with a clear question: Why is a level of support level that could easily rise as high as 60 percent, currently limited to no more than 35 percent? There are two legs to the answer, for there are two different groups that the government has to contend with. There are those who support the AKP but are not saying yes to a presidential system, and what they are concerned with is the “quality” of the job; they need to be convinced that this transition is being handled properly.
